Kenneth Carabello, L.C.S.W. has worked in the field of forensic mental health since 1992 and currently works as Director of Regional Operations for Liberty Healthcare Corporation. From 2003-2006, Ken was designated by the CA Department of Mental Health as the first Community Program Director for the Sexually Violent Predator Conditional Release Program. Additionally, his forensic mental health experience includes directing a 67-bed federal halfway house, serving as the Assistant Director of a large forensic outpatient clinic, work as a Casework Supervisor, and years as a clinician. In addition to serving on the FMHAC board since 2004, Ken was a founding board member of the Sex Offender Civil Commitment Programs Network and served as Chairman of the Board for the SafeNOWProject. Ken holds a Master’s degree in social work from the University of Southern California, a bachelor’s degree in psychology from Brigham Young University, and is a Licensed Clinical Social Worker. He has extensive experience as a public speaker and educator and has lectured throughout the United States and abroad. President-Elect

David Meyer is a Clinical Professor and Research Scholar at the Institute of Psychiatry, Law and Behavioral Sciences of the University of Southern California Keck School of Medicine where he is responsible for the criminal law and mental health law curricula. Mr. Meyer also provides consultation services on the legal aspects of mental health care as well as technical assistance to indigent defense providers on behalf of the National Legal Aid and Defender Association. He previously served as Chief Deputy Director and Counsel of the Los Angeles County (LAC) Department of Mental Health, as Director of the LAC Department of Community and Senior Affairs, and as Interim Public Defender and Chief Deputy Director of the LAC Public Defender. Mr. Meyer is an attorney, having practiced mental health law and criminal defense for more than 20 years. He obtained his B.A. degree at the University of Southern California and his J.D. degree from the University of California (Los Angeles) School of Law. Mr. Meyer currently serves on the California Council on Mentally Ill Offenders, the California Judicial Counsel Task Force for Criminal Justice Collaboration on Mental Health Issues and on the Executive Steering Committee for the California Mentally Ill Offender Crime Reduction Act. He is also a member of the American Bar Association and its sections on Criminal Justice and Health Care Law, the National Legal Aid and Defender Association and the American Health Lawyer’s Association. Ron Kaufman, PsyD, has worked in the mental health field since 1976 and in forensic mental health since 1994. He is president of ProPsych Services, Inc. (a California-based Psychological Corporation specializing in the treatment of chronically mental disordered in-patients and Clinical Director of the Forensic Specialty Unit at Sylmar Health and Rehabilitation Center. He previously served as Co-Clinical Director of the Forensic Specialty Unit at Foothill Health and Rehabilitation Center (1998 to 2001) and as Primary Therapist of Foothill’s Mentally Ill Offenders program from 1994 to 1995. Ron has presented in symposium several times at the annual meeting of the American Psychological Association: Rapid assessment of client resistance to treatment; Confronting the Devil: A Case Study of Mystically-based Anxiety ; and Developing and Maintaining a Mentor/Protégé Relationship as well as atthe Association for the Advancement of Behavioral and Cognitive Therapies: The Neobehavioral Approach to Learned Helplessness: Theory and Clinical Application and Attitudes of Behavior Therapists towards Compliance Issues in Psychotherapy: A Factorial Analysis.
